MUNASA - Annual Compensation Review Process

Dear members,


We want to acknowledge the concerns that many of you have shared regarding this year’s Annual Compensation Review (ACR) process. The feedback has been consistent and clear as the current system is leaving many employees  feeling discouraged, undervalued, and disconnected from the recognition they have earned.


Despite the significant contributions, increased workloads, and strong performance,, many managers have received a rating of “Consistently Meets Expectations”, which appears to have become the new norm. Managers have expressed that they are often placed in the difficult position of explaining why stronger assessments cannot be awarded, despite evidence of exceptional performance, due to the limits imposed on the higher rating categories of "Exceeds Expectations" or "Significantly Exceeds Expectations".

 

In several cases, employees whose achievements clearly demonstrate an "Exceeds Expectations" or "Significantly Exceeds Expectations" level of performance have been informed that it is "not their turn" to receive a higher rating, citing budget constraints  or that their position on the salary scale prevents a higher assessment. These quota-based practices undermine the purpose of performance evaluations and diminish the recognition of outstanding contributions.


At the same time, the ACR process has become increasingly burdensome for managers, who continue to navigate heavy workloads, staffing shortages, and evolving organizational priorities. Rather than serving as a source of motivation and professional growth, the lack of transparency surrounding the process has contributed to feelings of anxiety, frustration, and disappointment for many.


We want you to know that your concerns have been heard. The feedback received points to broader systemic issues within the current ACR framework that deserve careful consideration and meaningful change.


Your dedication, resilience, and commitment to delivering high‑quality work are deeply appreciated. Employees deserve a performance review process that fairly recognizes their contributions and supports their ongoing development and success.
